BiodivKlima - Integration of Biodiversity Concerns in Climate Change Mitigation Activities - A Toolkit

Background and Goals

Climate protection measures that can be taken up within the context of the ""United Nations Framework Convention on Climate Change"" (UNFCCC) and the Kyoto Protocol comprise such activities as reforestation, replanting and management of forest, arable land and pasture land. These measures may have an adverse impact on biodiversity. At the same time, however, they also hold great potential for the conservation of biodiversity. For this reason, the above measures, depending on their specific structure, can also be used for implementing the goals of the UN Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol as well as the Convention on Biological Diversity (CBD). In order to achieve synergy effects, the Conference of Parties (COP 6 of the CBD) has called for increased cooperation between the two conventions, particularly regarding the effects of climate change on biological diversity, including forest biodiversity, and the inclusion of biodiversity-related considerations in the implementation of UNFCCC and the Kyoto Protocol.

The aim of the project is to develop an action guideline that facilitates the integration of biodiversity considerations into climate protection measures. The action guideline is intended to assist those who plan, implement or evaluate climate protection measures with practical information. In doing this, possible negative impacts on biological diversity should be avoided and synergies between climate protection and biodiversity conservation should be promoted. The guideline focuses on activities in land use, land use changes and forestry, but also includes measures for the cultivation of energy crops and the production of renewable energies. Important tools for the detection of biodiversity such as Environmental Impact Assessment (EIA) guidelines and biodiversity indicators are discussed in this context. Decision trees are designed for this, to facilitate decision making.

Step 2a: Identify and assess risks - climate effects and impact

Approach and results 

Assessment of the consequences of climate change and climate protection measures for biodiversity. Furthermore, the synergies and interactions between the climate change agreements (UNFCCC, Kyoto Protocol) and biodiversity (CBD) are considered.
