Background and Goals
As early as 2007, the building cooperative FLUWOG-NORDMARK eG devised a development concept for its housing stock from the 1960s and 1970s, in which measures were defined and linked to form an integrated plan of action. The urban development concept is to show sound and feasible ways in which the central area of Niendorf-Nord can be sustained and strengthened as a functioning and vital neighbourhood centre. The area is to be made more attractive and pleasant as a residential and shopping location, particularly for families, including single-parent families, and the elderly.
The aim is to develop an integrated energy, energy, modernization and user concept for housing stocks of the FLUWOG-NORDMARK building cooperative dating from the 1960s. This includes:
- Energy efficiency renovation of residential buildings in two neighbourhoods to complement the structural renovations;
- Improving the competitive position on the housing market (responding to demand, senior citizens' requirements);
- Strengthening neighbourhood networking structures (functioning communities with meeting places);
- Neighbourhood energy supply concepts: decentralized solar systems for hot water supply;
- Photovoltaic façade;
- Car2go: electric power filling station for members;
- New "brand name" for low-energy, renovated housing ("modified energy house");
- Involvement of residents in energy saving goals: advice, information, smart metering, collective purchase of energy saving household appliances.

Steps in the process of adaptation to climate change
Step 1: Understand and describe climate change
Recent regional climate projections, scenarios, and information are provided by the DWD (German Meteorological Service). Basic information on the Hamburg urban climate is also available from the DWD. Changes in annual average values are normally not critical factors with regard to climate change adaptation in the real estate and housing industry. Far greater significance must be attached to the increase in extreme weather events.

Measures in the field of climate protection are, in particular, the energy modernisation of the residential complex in Niendorf, using innovative techniques for
- heat insulation façades,
- construction of central hot water supply,
- pipework and bathroom renovations,
- photovoltaic façades,
- ventilation with heat recovery,
- washing and dishwashing machines with hot water use,
- intelligent metering systems for energy consumption ("smart metering"),
- energy-optimised laundry drying concepts
- energy-optimised lighting concepts.
