The European Biodiversity Strategy calls for Urban Greening Plans (UGP) for cities with more than 20,000 inhabitants. The European Commission is currently developing a guiding document to provide guidance to cities on how to design and implement UGPs. Authors from the global association of cities ICLEI and the German Environment Agency have formulated concrete recommendations for the guideline. For example, UGPs should build upon existing plans for green development in the municipalities in a flexible manner and they should implement climate adaptation and biodiversity measures in an integrated manner in the sense of a master plan. Crucial for success of UGP is the support of cities through EU funding instruments.
