plan B:altic – Climate change and spatial development: Adaptation strategies for urban and regional planning in urban coastal zone regions based on the example of the Baltic region

Background and Goals

Even though the effects of climate change on the urban regions close to the coast in the Baltic region are not foreseeable, damage due to severe rain, flooding, rising sea levels and storms, as well as heat waves and drought are anticipated. In addition, non-climatic factors such as river straightening and ground sealing could also lead to a risk of damage from flooding, either in conjunction with climate change or critical in their own right. Urban areas on the Baltic coast are also under high usage pressure due to their geographical advantages.

In this situation, and despite the uncertainties in terms of local climate effects and the influence of non-climatic factors, urban and regional planning are faced with particular requirements when it comes to ensuring permanent and sustainable development of urban regions close to the coast.

Objectives: Through interdisciplinary cooperation and intensive collaboration with the relevant sectors, the relationships, change processes and resulting risks and specific susceptibilities will be analysed and interpreted and possible adaptation strategies for urban and regional planning developed. The principal objective of the research project is to devise integrative spatial planning strategies for dealing with potential and actual effects of climate change to achieve development of urban regions in coastal zones for the public good.

The following key issues will be addressed:

– What are the challenges facing spatial planning due to the specific characteristics of climate change, particularly its complexity, all-encompassing nature and the uncertainty of both the influencing factors and the effects of climate change?

– What specific challenges in this context result from the fact that urban regions can be viewed as particularly complex and heterogeneous social and ecological systems?

– How can urban and regional planning respond to these challenges and what opportunities and restrictions result from the position of spatial planning in dealing with the effects of climate change?

Interdisciplinary cooperation involves intensive collaboration with the Rostock urban region and a project group from the BSSSC (Baltic Sea States Subregional Cooperation). In addition, case studies have been carried out, primarily for the Stockholm and Riga urban regions. These case studies clearly show the high usage pressure on the Baltic coast and the various general conditions and trends. A geographical distribution enables the different effects of climate change in the Baltic region to be analysed. By studying urban regions from various national and cultural contexts and engaging in direct dialogue with players from relevant sectors, a broader perspective and conclusions are anticipated.

Steps in the process of adaptation to climate change

Step 1: Understand and describe climate change

Approach and results 

A model of urban region climate changes in conjunction with structural and socio-economic developments will be drawn up. The project will analyse the extent to which the climate within a town differs from the climate in the surrounding area and which factors influence this phenomenon in coastal towns. To analyse the effects of future climate changes for urban regions, model-based scenarios of changing general conditions (climate and land use) will be developed and produced.

Step 2a: Identify and assess risks - climate effects and impact

Approach and results 

To date, it is uncertain how climate change will progress at a regional and local level in the Baltic region in the future and what specific climate effects will occur. Nevertheless, new problems caused by rising temperatures and extreme weather events are anticipated for urban regions close to the coast in the Baltic region.

Step 2b: Identify and assess risks - Vulnerability, risks and chances

Approach and results 

The "Land use and specific susceptibility" sub-project analysing the various interactions between society, environment and local climate, based on the ecosystem service concept. In this context, the project involves evaluation of ecosystem services, their influence on human wellbeing and the importance of individual services in association with climate change. Existing land uses, ecosystems and population differences (e.g. age) will be studied and regional characteristics taken into account. The focus is on spatial analysis of susceptibility (social and ecological vulnerability) in terms of potential climate change effects, which will provide a basis for developing appropriate adaptation strategies. Climate change adaptation provides an opportunity to start creating more sustainable landscapes now, by analysing ecosystem services to take account of the functional efficiency of nature.

Step 3: Develop and compare measures

Measures and/or strategies 

Climate changes could also bring opportunities. For long term socio-economic development it is no longer sufficient to concentrate solely on climate protection. Strategies for dealing with climate change are also required, including adaptation to its effects.

Towns on the Baltic coast are subject to particularly extreme demands due to their geographical advantages, which means that a wide range of urban and regional relationships and conditions need to be taken into account. In this situation, urban and regional planners are faced with particular requirements when it comes to ensuring permanent and sustainable development of urban regions close to the coast. Spatial planning is focused on integrative and forward-looking concepts, and thus appears to be in a position to adapt the different land uses to climate change. However, they are occasionally involved in regulatory measures that could cause detrimental events through their interaction with climate change. As a result, old routines need to be reconsidered and possible adaptation strategies developed. Testing the spatial planning instruments and methods is of central importance in ensuring adaptability. To ensure that adaptation strategies can be appropriately implemented, the various players in society need to be involved in the process, with their differing interests and the future social, ecological and economic developments and their unintended consequences.
